Employees of the Bangsamoro Commission for the Preservation of Cultural Heritage (BCPCH-BARMM) underwent a 2-day orientation on Strategic Performance Management System (SPMS) on August 7-8, 2023 at the Moro Grounds, Cotabato City.
The orientation on SPMS served as a fundamental purpose for the Commission. It is an activity aimed at illuminating the path towards organizational success through strategic alignment, data-driven decision-making, and fostering a culture of performance excellence. By embracing the principles of the SPMS, the Commission seeks to empower its employees to be an active agent of change, embodying the quote, “Start within yourself,” and becoming catalyst for transformation within the organization.
Through sharing the vast experiences of the Resource Person, Ms. Hellie S, Biruar, on successfully implementing SPMS, her insights provided valuable guidance on overcoming implementation challenges and leveraging data to improve the strategic management of the Commission through aligning the performances of every employee towards the Commission’s goals with the following topics:
• Purpose of SPMS and how it aligns with organizational goals
• Process of setting objectives and measures in SPMS
• Roe of feedback and communication in SPMS
• Importance of continuous monitoring and evaluation of performance in SPMS
• Benefits and challenges of implementing SPMS
• Role of leadership and culture in supporting SPMS
• Best practices for effective implementation and maintenance of SPMS
In the opening message of the Commission’s Chairperson Salem Y. Lingasa, Ph. D., underlined the important role of employees in maximizing the knowledge in performing of their day-to-day tasks. They must be aligned with their job’s description, and hopefully, at least 75% if not 100% they can understand the importance of SPMS in bolstering their performance.
Meanwhile, Chiefs of two divisions, particularly the Administrative and Finance Division and the Coordination and Support Division, addressed essential topics on the last day of the orientation. Ms. Jobayra P. Tandalong of Admin. & Finance addressed the flow of transaction process, while Mr. Aaron-Jeff D. Usman of Support Services Division discussed the elevation of BCPCH.
The orientation encouraged open discussions and collaboration, fostering a culture of teamwork and shared responsibility. The significance of each member’s contribution in preserving and promoting cultural heritage became evident as they mapped out their roles within the SPMS framework.
Part of the output was the activity of making OPCR and IPCR per division, presented, and critiqued by the Resource Person as well as other participants.
