Synchronizing Cultural Programs from the Regional down to the Grassroots Level, BCPCH capacitates the Local Government Units as a cultural institution through the establishment of the Local Culture and Arts Council (LCAC) whose purpose is the promotion of culture and arts, coordinate with government agencies and non-governmental organization for smooth implementation of cultural activities in the grassroots level.
